By 1974 the euphoria of 1971–1972 was wearing thin, and the high hopes aroused by the promise to abolish poverty were yielding to a growing sense of disillusionment, among the middle and laboring classes alike, with poor economic conditions and the lack of a purposive development agenda.

Indira Gandhi’s regional woes worsened in February 1983. Since 1979 Assam—by far the largest of seven states in India’s volatile northeast, a multiethnic frontier region bordered by Myanmar, China, Bhutan, and Bangladesh, and prone to chronic ethnic violence and insurgency—had been in the throes of a student-led protest movement. This movement, based among the state’s ethnic Assamese, the largest segment of the state’s population, was driven by their worry that large-scale illegal immigration into Assam over many years, mainly by Bengali-speaking Muslims from Bangladesh, was irrevocably altering the state’s demography and undermining the language, the culture, and above all the political primacy of ethnic Assamese in their homeland.
